I have heard this term employed by some and I wonder what it means. Can any of you shed some light on what it is and if it is correct?

according to some there is one Wali that is the spiritual supporter of all others and no other wali can reach his level, hence being the Khatm. It is said that spiritual benefit flows from Allah to the Prophet :saw: to the Khatm to the Ghawth to the Qutub to the Abdaal to the rest of the ummah. That's the spiritual hierarchy I guess you could say.
A few claimed this position. Two I know of off hand were Shaikh al Akbar Ibn Arabi (though its said he recanted that position) and Shaikh Ahmad Tijani.
that's the little I've heard about it.

Yeah, that similar to what ive heard as well minus Ibn Arabi changing his position. Is this seen as something valid among Turuq other than the Tijanis?

Well its the Tijanis that told me Ibn Arabi recanted so...
I think other tariqas support the idea to some extent or another of course each feeling that its a Shaikh in their lineage. The Qadiris of course would see this as Sh. Abdul Qadir Jilani, we've mentioned the Tijanis and I ran across it from a Naqshbandi site (http://www.sheiknazim.com/portal-bin/content/view/118/56/) as well.

Not to take away from what you have said, but some of the stuff that is said on that site you linked just seems ridiculous and outragous.

The best that I've heard about this subject was stated by Imam Sha'rani, who when asked about why there are so many qutbs (i.e. each tariqa claimed that their shaykh was the qutb of the age), he replied, "They are qutbs of their circles." As the `ulama of this science say, "When you see a tariqa and all they do is make dhikr and relate `awliya stories, know that the tariqa is defunct." Some Sufis place too much emphasis on this facet of spiritual "philosophy". I believe that most Sufis affirm that the qutb and such people exists, but the matter of the tariqa is between you and Allah, not Allah and so-and-so. In fact, so much attention was/is given to this that it caused Imam Sha'rani to tell his murids not to bother reading the biographies of the Sufis or even books like the Ihya, since it could become and often are a distraction, and instead focus absolutely on themselves. Mawlay al-`Arabi ad-Darqawi says something similar in his Rasa'il, though he doesn't go to the extent of forbidding that such things be read. I personally think that such discussions are pointless and can lead to one set of murids comparing their shaykh or shaykh of their lineage to others, which is ghiba as far as many scholars are concerned.
P.S. My `Alawi fiqh ustadh also told me that he was told that Ibn al-`Arabi recanted his affirmation that he was a Khatm in the Futuhat, but note that his own fiqh teacher was a Moroccan Tijani himself :).

Could you please give some reference for the statement regarding Ibn Arabi recanting his position?

I don't really have a reference in terms of books but various Tijani murids mention it.
