The Saudi officials do not regard 'Abdul' / 'Abdal' as a valid and complete 'forename', which is understandable as it should always be followed by one of Allah's names to make sense linguistically.
So they will accept 'Abdul Shakur' for example BUT they will only accept that as a FORENAME.
You have to provide a FULLNAME for these visas...so you would need to provide something like 'Abdul Shakur' [forename] and 'Khan' [surname].

So a revert who just wants to be known by his 'new' name cannot simply write 'Abdur Rahman'...he must also write his 'old' surname such as 'Smith' or indeed his 'new' surname such as 'Hasan' or something.

Remember: 'Abdul' is only half a forename, and 'Abdul ******' is only half a fullname!
