assalaamu aleikum wa rahmatullahi wa barakatuhu,
You can get it in al-Azhar in London as well as in other bookshops, it shouldnt be too difficult to find it. As far as I know, the arabic original is attached to the translation of Ostadha Hedaya/Ostadh Ashraf Muneeb. Pls let us know when you got it scanned brother.
Jazakum Allahu khairan

Is the matn of Birgiwi only translated or is there a commentary given? If yes, which one? Are for example references given to the sharh of Ibn Abidin which he wrote on the matn of Birgiwi?

Ustadha Hedaya comments and provides explanation herself. It's not a straight translation, but an explanation of the principles and precepts mentioned in Dhukhr al Muta’ahhilin. Much of the explanation and examples are given from Minhal al Warideen although I don't remember there being any references to page number.

I found the full PDF online on scribd: http://www.scribd.com/doc/45173977/Arabic-Text-of-Birgivi-s-Manual-Interpreted
It seems they added their own commentary on it. Also the lay-out is a bit different than the original matn. Some things seem to be left out too.

There are bits left out, yes, but I think the main points are all there. From the top of my head, all the rulings on making up fasting etc are omitted as well as the rulings for a mutahayyrah.

Some parts of the introduction are also left out, where Birgiwi states that it is obligatory for both women and husbands and awliya' to learn this fiqh, and that the knowledge of these issues has been left out in our time (and that was in the period of Birgiwi, he died in 981 h.) He also mentions that many masa'il relating to this issue are missing in the books of fiqh. Or many editions of that baab have been altered and changed.
But overall I think this edition by Ustadha Hedaya is perhaps the best book available on the topic, with her extensive commentary on it with lots of examples in order to grasp the issue at hand. Perhaps even in the Arabic language.
