Very Important- On Marriage

I have a very important question to ask.

Suppose a revert muslimah marries a sunni muslim and at the time of marriage they have 2 muslim wittness but they are not scholars. They just recite shahada and decide the MEHAR amount .

Is this marriage permissible?

According to Hanafi fiqh , for an adult.. you only need Proposal and Acceptance with the 2 witness. Nikah done!
