Is it necessary to recite Quran with tajweed i mean ..

This question and similar questions are always asked, is important to learn tajweed? is it fard or mustahab?

Or is it fard in the prayer (salah) but not outside salah?

yes It is obligatory upon every Muslim to read the Quran with Tajweed.

Yes it is Neecessary to learn Tajweed. My Muallim معلم
Told us a Saying قول of Imaam Jazri والأخذ بالتجويد حتم لازم۔ من لم يجود القرآن آثم Learning of Tajeed is Neecessary. And the one who does not learn Tajweed is a Sinner.
Tajweed is necessary in Swalaat and as well as Outside of Namaaz.

Yes it is, but hey, don't fret.
