I think the person in question is Ibn al-Jazarī, which is his shuhra (part of the name by which one is most known). His name (including ism, nasab and nisba) is: Muḥammad b. Muḥammad b. Muḥammad b. ʿAlī b. Yūsuf al-Jazarī. Among his alqāb is Shams al-Dīn and his kunya is Abū al-Khayr. Among his other nisbas are: al-ʿUmarī al-Dimashqī al-Shāfiʿī al-Muqriʾ. He was born in Damascus on 25 Ramaḍān 751/26 November 1350. He died in Shīrāz on 5 Rabīʿ I 833/2 December 1429. He was well versed in several branches of Islamic learning and travelled extensively for learning and teaching. He is most noted for his works on ʿilm al-jajwīd and qirāʾāt. He was also a ḥāfiẓ of ḥadith, and held several important functions, including those of muftī and chief qāḍī.
There is website devoted to him where you will find details of his teachers, students and his works:
