The punishments mentioned in Quran for people who commit adultery, etc...
My friend asked me are they fardh to be carried out even if the acused people are under kaffir government?
Who gives out the punishment?
Is it permisible for anyone to do it?
I ask because the punishments are from Quran so theyre fardh

I am no Scholar; infact incredibily far from one, so dont take the following as an authoratative answer
under a kaafir government, the law of that country must be obeyed and shariah penalties are only carried out under a shariah jurisdiction and with the due process of the law; there is no 'mob justice' in islam, so shariah penalties dont apply in non-muslim countries
Who gives out the punishment?
in a shariah jurisdiction, it will be the government and the regional authorities
Is it permisible for anyone to do it?
