As salaamu 'alaykum wa rahmatullaahi wa barakaatuh,
bcuz in places like Canada, the winter is really cold and it would be unbarealbe to go outside with ur pants above ur ankles. i mean, u could get ammonia! so would u still have to observe the rule then, or is it that u can wear longer pants underneath or have ur socks pulled up till ur knees to cover ur exposed skin?

Sister, ammonia (NH3) is not a disease, but a chemical. I think you meant pneumonia, which you cannot catch from cold temperatures but through viral or bacterial infections.

There are no restrictions on covering the ankles with socks so we can cover our ankles with thick socks or better yet, leather socks, without committing a sin - but the pants must be above the ankles.

Canada... proper winter boots are nice and tall to keep all the snow (that we have not had in proper abundance for a few winters now) out. Better yet: mukluks. Both are tall enough to tuck in even the shortest of pants.

I live in a very cold environment (in the winter at least) and Alhamdulillah I've had no issues with having my pants above ankles... the key is to wear longer socks which make up for it. I don't even mean some "special" long socks, but rather the standard length socks are fine. If you wear ankle socks with pants above ankles in cold weather, then you might have a problem! If it is extra extra cold or one is feeling extra extra cold, Insha'Allah there is no harm in wearing thermal pants (or your PJ's or whatever) tucked into your socks underneath your regular pants, and just have your regular pants above your ankles as usual. This is only to protect yourself from the cold and as far as the outward appearance, you're just wearing pants above your ankles. As far as snow, people usually wear boots in snow anyway and they push your pants up even further than your ankles so that works out fine.

Allah knows best.

The fatwa is not correct as pointed out in this post of Mufti Husain (http://www.sunniforum.com/forum/showthread.php?31770-Ruling-on-wearing-one%92s-clothes-below-one%92s-ankles&p=272070&viewfull=1#post272070), particularly the quotation of Ibn 'abidin (:rahim:).
