dawah to young ghair mahram

unfortunately i was a witness to and very uncomfortable with a fully sunnah wearing brother giving street dawah to a young english woman,almost half hour

to me its totally haraam

any answers please,about intention,no fear of fitnah etc

Well, it really depends on whether he was sincere or not.
And since only Allah knows whats in the heart, we can't really say anything.
