Is it fard to rinse and gargle while fasting? I was reading fatawa rahimiya and it said that, " It is sunnah in Ablution and bathing to gargle and reach water to the end of the nasal cavity, but it is prohibited and abominable todo so for a fasting person for the fear of water going down the throat or rising to the brain".pg 74.

You stated the fatwa in your post. So that means the question and answer can be found in your post. :)

According to the hanafi madhab
gragling is Fradh in Guhsul and Sunnah in Wudhu, but whilst you are fasting you can gargle your mouth but ensuring that the water does not go down your throat.
