If a person says "can you give my salam to so and so", is it fard to give that salam?

I often hear people reply 'InshaAllah'. I take that to mean that if they get the opportunity they will do so. Otherwise they may not.

I talked to Mufti Kadwa regarding this and he said that if a person relays a salam to so and so and the later says ok i will, then it is wajib on him to relay that salam.

He further said, a better way of the elders is that instead say, whoever asks about me , give him my salam.
