What is the validity of palcing garlands on hujjaj. This is a fairly common practice amongst people in my community. Is this acceptable or is it deemed impermissible.

It seems that garlanding hujjaj after their completion of hajj stems from custom in the Indian subcontinent. Is it really wrong to garland some one as a form of congratulating them on their completion of hajj?
