ANSWERED: Minor Fraud?

Is it haraam for me to commit minor fraud? e.g-Can i lend MY annual travelcard for a mate to borrow during the weekends, when im not making use of it?

wouldnt that be deceiving? despite that you want to share the card, you see it as harmless but the person in charge or running the card deal might not and see it as an offensive charge which could get you into a lot of un necessary trouble..?

couldnt that person get their own card and if they are not able to afford one work out some sort of deal?

does the card have your i.d. # or name on it to verify it is you or is it just a normal regular pass that says valid from this time to this time?

2 conditions have to be met:

1. Effectively accepted by the city authorities - meaning that the authorities overlook such things but do not enforce it

and

2. No social harm should come form breaking this alw

However if these criterias are not met it is not allowed. Eg If the city authorities overlook sucha thing and enforce it when someone is caught doing this, then it is Haram.
