traveller and congregation

is salaat in congregation wajib for someone who is considered a traveller once he gets to a place? e.g he gets somewhere with the intention to stay at that place for less than 15 days so is still considered a traveller. so can he perform all these days salaat individually even though there is a masjid nearby?

In Bahishti Zewar it is mentioned as follows:

The excuses for leaving out jama'at are fourteen:

...

13) He intends to embark on a journey and fears that if he goes to offer his salaat with jama'at, he will get delayed and that the caravan will leave him. Travelling by train can also be based on this mas'ala with the exception that when one caravan departs, the following one leaves after many days. While several trains depart in one day - if a person misses one train he can always take the next one. However, if there is an urgency, then there will be no harm in taking the first train. Urgency or any other valid reason is excusable in our Shariah.

I've listed the only exemption which is specific to a Musafir (traveller). It appears that unless there is urgency (or other valid reason) then one is not exempt from performing Salah in congregation (since Jama'at is wajib for the five daily salaats as long as there is no valid excuse)
