He was, indeed, a great Maliki scholar.
Howeover, he was slightly confused - may Allah forgive him! - in his understanding of bid'a. Hence, there is contradiction in his wording.
In reality, to him a bid'a was anything that would not yield from the Quran, hadith, sad al-dhara'i', masalih, etc..
