Caliphate is one of the branches of Sharia.

Right, and it's a communal obligation. We can all agree that it is far more significant than, say, music, or the face-veil, or the lengthy beard, to take three issues that exericse many people here.
So why are Sunni scholars (Murabitun excepted) so unconcerned with encouraging people towards the re-establishment of the caliphate?

Can you shed light on what exactly Murabitun are doing, since I dont know.
Taliban were one positive step towards it but many Muslims countries turned against them, and were affected by Western Propaganda, so maybe Muslims are not ready for a Caliphate yet. =)

Good question. One for which I would like an answer as well. I think (based on limited knowledge) that many feel that the Ummah needs to be changed from within in order to actually have that deep meaningful yearning for pleasing Allah Ta'ala.
However, there are a few other groups (mainly if not exclusively) of the Salafi persuation who see the re-establishment through Jihad Qital.

While it may be preferably and, indeed, necessary for its long term survival, to people to willing accept the rule of the Caliphate, it is not a legal necessity.
With respect to the Taliban, few know the real situation in Afghanistan during that time.
The Taliban did some good and did some bad, but those who claim that it was some sort of police state where women were relegated to being second class citizens are off their rocker.

the other important point is that it is not all about enforcing shari'a on a population, rather how to run the country smoothly and effectively and how to interact with neighbours and enemies.
muslims seem to know how to veil the women and smash all the bottles of alcohol ...and then what?
