Here in South Africa alhamdulillah, we don't have this problem any more.
The amount of emphasis placed on Tajwid and Qira'ah at our major Dar al-Ulums like Azadville and Zakariya is more than the emphasis placed on any other subject. We often used to hear aome teachers complain that the Madrasah places too much emphasis on Tajwid!
The following was the Tajwid program at Azadville when I studied there:
Books studied in Tajwid
1- Tajwid for Beginners - the entire book was memorised
2- Jamal al-Quran - Memorised as well
3- Fawaid Makkiyah
4- Ma'rifat ar-Rusum
5- Jami' al-Waqf
6- Khulasah al-Bayan
7- al-Muqaddimah al-Jazriyyah
Then in Qira'ah, Ihya al-Ma'ani and as-Shabtiyyah were studied , while those specialising in qira'ah studied other works as well.
This is just on the academic side.
The importance placed on the practical side was much more and consisted of:
1- A period everyday, set aside for students to recite the entire qur'an from memory - if Huffaz- to a Qari, who would ensure that the recitation is meticulous. Surah Fatihah alone took me 4 months! In the first year, we just covered 10 surahs of the quran, as the emphasis was on ensuring proper pronunciation. Once this was achieved, the remainder went much quicker, allowing us to complete the entire qu'ran in 4 years.
2- Part of the syllabus for all students is that they have to recite selected major surahs to their class teacher every year. This also has to be done with perfect tajwid.
3- The tajwid of a student is tested 3 times in every exam. Once in slow recital, once in hadr and once in the hifz exam.
4- A student isn't allowed to graduate is he fails the tajwid and hifz test, taken by the Shaykh al-Hadith prior to once final examinations.
5- Students have turns to perform salah in the Madrasah masjid, with the head Qari taking stern action against any slightest deficiency in tajwid.
May Allah Ta'ala reward our teachers who placed so much emphasis on this. We are shocked to hear the terrible tajwid of many of our seniors, however we thank Allah that He has granted us the ability to recite with proper Tajwid.
