It is for the dead, the ones we sacrifice in the name of Allah are others, while the "dead" includes either the ones who have passed away, or have been killed by other means. That is why in Qur'an there is also a mention of "Ma uhilla bihi li ghayrillah" - Those that are sacrificed for other than Allah.
Even if they are Halal animals, if they are dead, it is not permissible to eat them. If you refer to Tafaseer of Qur'an , like Tafseer Ibn Katheer [english], or Ma'ariful Qur'an [ english], there is further explanation present.
