some countries may have ban on hijab in secondary schools and pre university with very little alternatives(too few madrasah) to choose from.
How do we go about changing this?

how about a sweatshirt with a hoodie.... just pretend its cold out each day ... seriously .. I have seen american pakistani girls wear this in public..
it does give the tomboyish look, but serves the purpose ..

Start a movement trying to educate non-Muslims about the importance of Hijab , why Hijab is better , etc....show them that Hijab is not used as a sign of patriarchy , but becoz Allah has ordered Muslims to do so....explian that it is an immutable part of our Aqeedah , and banning Hijab will mean infringing on our fundamental right of freedom of religion....create enough pressure on the government....start a peaceful , non-violent , mass social movement , on the same lines as Mahatma Gandhi and Martin Luther King ...... let girls wear Hijab and get arrested...we will fill their jails....Insha'Allah you will be successful , but never resort to violence.

But I think, that non-muslims cannot understand that. You need the muslim faith to understand.
So is Da'wa in my opinion the only way to change it. If there would be more beliving muslims, they couldn't forbid Hijab.
