The prayer times in the Norwich are calculated under the supervision of Shaykh Ali Laraki, a renowned and widely respected Shaykh of fiqh.

If the prayer time doesn't come in until after 1pm, then the salat would not be done until after this time. I was personally at most the dhuhr prayers in the summer, and i don't recall a single day when the prayer was done before its time.
