Generally, the row should start from behind the Imam and increase from either side starting from the right, then left.

Standing close together (shoulder to shoulder) and placing the heels on the line provided in the Masjid is sufficient for straightening the rows.

That's right. And the row must balance between right side and left side.

Standing close together (shoulder to shoulder) and placing the heels on the line provided in the Masjid is sufficient for straightening the rows.
Do not follow the rule 'shoulder to shoulder' literally or you cannot move your body.
'Shoulder to shoulder' means 'do not make space between you and someone beside you that enough for human stand on it' because shaytan will stand on this space and annoy you.

The bold part is not true in my experience. I mean you can't move your body side to side, but you don't need to do that while praying anyway? If we followed your rule, we could leave a LOT of space between people before it was enough for a human to stand on it.

The shoulders should be joined so that Allah will join your hearts, and do not leave any gaps.

In exactly shoulder to shoulder means 'as close as we can'. Is not easy to move if our shoulder really stick to other jamaat's shoulder.

My imam teach me to touch toes of jamaat beside us with our toes to prevent shaytan stand between us.

So you're suggesting to not touch the shoulders but you have to touch the toes?

You definitely cannot go through all the postures of salaah with toes touching. You can with shoulders touching.

    I'm confused....
