why can they not disagree? Usools are guidelines.. eg.. If usool say If causative factor A is found then,Ruling B will take place, otherwise ruling C. Now if the two Hanafi Mujtahideen differ in the understanding of that "causative factor" in its complete definition.. one may say that it is found, another may say it is not found. Hence they will have two different opinions. However this will be case among the mujtahideen ( not so much in the later day Hanafi fuqaha). Which is why hanafiya as a madhab is structured in a way to make tarjeeh in these differences. They are another level of mujtahideen.. over the time, with constant revision much of hanafiya has now become codified. There still remain some issues where discretion of the later day mufti is required which will cause difference in ruling.
a practical examples : Usool says that when a mubah(mere permissible) becomes so significant among the laymen or even the ulama, that they start to deem is something more than mubah, then the fatwa should be given of impressibility to save the common interest of peopl.
Now in a particular situation, two mufties sit. First say that laymen are giving undue important to such and such mubah practice, hence I give fatwa of its impressibility. Second Mufti say that in his view the laymen are not giving undue importance hence we should allow people to do the practice... Both have their own dalail to show whether people give the act undue importance or not.. HENCE they will differ in their ruling, while using the same usools.

Yes you should say what madhab you are, so there is no confusion inminds of people. When you join the forum, you are asked to put the information with complete clarity and honesty. That is the rule of declaration anywhere you represent yourself. This has much positive effect in proper interaction.Besides, if you do ascribe to one madhab and you show "dont know" on the panel on the left.. that is ethically and morally incorrect to say the least.
