What's the hanafi stance on this? is the main difference of opinon on whether to say it aloud of silently to prayers read out aloud? or does the difference in opinion lie on whether to say it at all? (or even during every rukuh?)

From my understanding - and I might be wholly wrong on this - there is differences in opinion in saying bismillah before surah al-fatihah and before reading a surah in prayer? I've read hadith where the Prophet (SAW) didn't say it, and read some other where he did say it?

The Shafi's consider it fard to say Bismillah, since they consider it an ayah of Surah Fatiha.
The Hanafis consider it Sunnah to recite before surah fatiha, though silently.
Imam Malik, don't know if it's the madhab's opinion, consider it makruh to recite before Fatiha.
All of the positions have proof, though Imam Malik's is the weakest, since there are ahadith explicitly stating it's recitation, silently or loudly.
One should recite it.
As for in ruku', the sunnah is to do dhikr, which is Subhana Rabbi al-'Adhim.
