Default Ghusl: Forgot Rinsing Mouth and Nose

"If after Ghusl one recalls that a certain portion of the body is left dry, it is not necessary to repeat the entire Ghusl. Merely wash the dry portion. It is not sufficient to pass a wet hand over the dry place. If one has forgotten to rinse the mouth or the nostrils, these too must be rinsed when recalled after Ghusl has been performed."
    ~ Taleemul Haq
    1) Is this as well valid when one recalls shortly after having dried ones body/hair?
    2) Will one in this manner be in the state of Wudhu?

But, if you weren't required to make ghusl (meaning you didn't have intercourse, or something else), and you were taking a bath for no reason, then you would have wudu, since you performed the Faraid of wudu.

Ok, so you mean if you actually were required to make ghusl, than this wouldn't be the case?

Can any scholars confirm/clearify the answers I received?

Yes, If you required ghusl (had intercourse or something else) you wouldn't be able to touch Quran, pray, etc. But if you were taking a showerjust because it was a hot day, then you would be able to pray, touch Quran etc, since you made wudu.
