I would just like to say that Dubai is not a country on it's own, rather, it's a city of the UAE = United Arab Emirates (a rather famous one at that).
You have it in your 2nd list. As far as producing scholars locally, I don't think they do because it's a very small country and I don't think they have a lot of good Islamic institutions over there (none come to my mind).
Abu Dhabi and Sharjah were much better Islamically (I don't know about now). Dubai is a hub of tourism, big buildings, shopping malls, and one construction project after another and not really a 'spiritual' city so to say.
I was raised in the UAE and lived there for 19 years...

its true, in indonesia they still using a method called the "pandok" system that is as old as islam in indonesia. they usualy complete up to & including mihaaj at these pandoks & then they would travel. sometimes studying all the same kitaabs over just in arabic. there is no need for them to leave but these guys have such a desire for deen theres no stopping them.
