If she has less than the amount of a 50p coin on her underwear she can pray without changing it although it would be reprehensible (mahrooh tehrimi) to do so.
The only leeway would be if it is not discoloured, because then it is not considered to come from ‘within’ and is like the sweating of the exterior of the private parts. Then she can consider it to be pure and thus not affect her wudhu.
If a woman experiences excessive discharge (and you are right in saying that it is very common-many women I know complain of this-it hinders salah, travel etc. and can be very time consuming) she can take measures to reduce the inconvenience by plugging the passageway with a little bit of tissue or cotton wool, ensuring no part of it is visible outside of her private parts. Then even if she discharges, her wudhu will not break until she removes the cotton wool. She may want do this at times of travelling etc so she does not have to stop for wudhu and istinja repeatedly.
Also as At Talibah says, if it is so excessive that she cannot even do wudhu and pray her fardh salah without discharging again then only then will she be considered ma’zoor. This means her wudhu will not automatically break and she will be like the who who has istihadha or a continuous nosebleed, i.e. her wudhu will break when salah time ends.
I do not have any references to hand at the moment, but will look something up later on insha allah, if they have not already been provided by a mufti or scholar.
