Let's put it this way: Is the bank a charity or a business? (well technically it is a thief but anyway)
Of course it is a business, albeit a haram business. So the likelihood is that it lends money at interest. Of course, as it is in a Muslim country they wouldn't be so dumb as to call it 'interest' so they probably call it something else.
