If you go without a package, then your looking at around £1600 or so, for two people, for about ten days.

Decent Hotels, very close to the Haram.
Bearing in mind prices go up during ramadhan and hajj.

What price range are you looking at? The prices vary from £1200 per person to £3000. They are quite extortionate, I agree, which is why we always arrange our own hotel accomodation in Makkah and Madina. Leaving out the middle man saves money but does take a bit of effort. Prices this year in Makkah are sky high, almost three times as much as they were last year due to the construction works.
If you want a cheap package, an Indian group would be a good option and we have looked into it ourselves in the past. But only if you were prepared to live, travel and deal with people who have different acceptable norms of polite and reasonable behaviour. Without sounding prejudiced to my own kinfolk, the Indians will push, holler, and do things their way so I would only recommend them if you're prepared to leave your Britishness behind and take a bit of sabar and tolerance with you.Having said that, if it was a choice of living far from Haram with a British group and paying more, or closer to Haram with an Indian group, in a hotel that was not perfect at all I would go with the Indians.
One tip is, if you find an Indian group that will let you join them for meals only, then go for it. We did this for about £4.50 for iftar and suhoor combined, and got a wonderful three course meal plus extras, enough to feed a family of 8. In comparison, a meal for one from a reasonably good takeaway comes to about £3.
