In brief I believe there is a difference of opinion amongst the Ulemah. Some believe all devils are chained whilst other say, only the leaders are chained. Either way shaitaan only encourages one to do sin, it is down to the individual self to either act upon his encouragement or disregard it. Purely by omitting shaitaan from the equation doesn't necessarily mean one will not continue to do sin, as shaitaan is only the catalyst, ultimately it is man who decides whether to do good or evil.

i think Hazrat Shaikh Moulana Zakariyya (ra) believed that the lesser devils were not locked up.

    assalaamu alaikum W R W B,

in addition to what the other brothers have mentioned above, our nafs still remains with us even in Ramadhan. According to my respected shaykh (db) evil promptings which occur in the mind repeatedly, in spite of our trying to avoid them, are from nafs and not from shaytan.

Just to add to what the bros mentioned, there is a hadith and sharh on the topic in Virtues of Ramadhan in Fadhali A'maal by Shaikhul Hadith, Maulana Zakariyya Khandlawi
