What makes a person a Scholar in Islam?

As-Salāmu `Alaykum (السلام عليكم):

To be part of the علماء‎ ʿUlamāʾ (Scholars) or considered a عالِم ʿĀlim (Scholar) are one,
all or a combination of the following disciplines required to be mastered?


Quran and Sunnah
Ijtihad (interpretation)
Ijma (consensus)
Minhaj (method)
Qiyas (analogical reasoning)
Istihlal (legalization)
Risalah (dissertation)

If you have a view based upon Quran and Sunnah and not opinions it would
be appreciated. This question is requesting views based solely on Islam
and not the I feels or I thinks.

It appears many in the Muslim world attributes the title of Shaikh, Scholar, or Alim
to people who have not completed any formal studies in Islam.

Since the abolishing of the Khalifah (really hundreds of years before) the system of
Muslims completing a structured study program has been broken.

Akhi shakibbhat:

Taqwa (Consciousness of Allah) can't be the only criteria because
there are a host to individuals who have issued fatwa and considered
scholars who have supported corrupt regimes for over fifty years.

Taqwa is very important quality to have and would hope all
scholars would possess it but the reality is that isn't the case.

Allahu 'Alim on who possesses taqwa. But if actions
are any indication that quality you cited would be
questioned in many who people consider scholars.
