Arabic spelling of "al-Raghib al-Asbahani"?

What is the Arabic spelling of this scholar's name (with tashkīl if possible)?

Normally the Arabs spell it 'asbahan' with a ba, but for al-Raghib they seem to spell it 'asfahan' with a fa. Don't know why.
