He says they are the followers of Fir'awn and are on his religion, while the religion of Musa (alayhis salaam) and all Prophets is not describing him with place and direction. Under verse 7:54:

فطلب الإله في السماء، فعلمنا أن وصف الإله بالخلاقية، وعدم وصفه بالمكان والجهة دين موسى، وسائر جميع الأنبياء، وجميع وصفه تعالى بكونه في السماء دين فرعون وإخوانه من الكفرة
