You can't over generalize about who should marry who.

Differences between people from different areas or classes of the same country can sometimes clash more than differences between people from different countries.

There are a lot of white and black revert men married to Malaysian, North African and other born Muslimas, who fit together better with their wives than they ever would have done with women from their own 'culture'.

A similar situation exists with revert sisters, who may often be even more flexible than men in harmonizing well with a spouse of a different 'culture'.

If we are good Muslims our primary culture is the Sunnah of the Prophet (saws), this is universal. Everything else is just a shadow.
