assuming that your school is 9-4 (which is in england it may be different in ur school) then:
1.Find time for about four hours after school- one hour for the juz that u are currently learning
one hour for a juz of dor(previously memorized)
one hour for doing tilawat of three paras (by memory when u get stuck look inside)
one hour for learning the next days of new sabaq.
2.two hours in the morning (before and after fajr). one and half hours to solidly memorise your new sabaq (1st thing in the morning)
half an hour togo over the last few days of sabaq.
REMEMBER: There is no ONE-TABLET-STYLE of learning. different people have different methods so if you have a teacher then consult him.
If you give me a layout of your day and how much hifz u have done and you goals and aims then i will inshallah help u come up with a plan.

I want to give two tips for anyone doing hifz.
1-Repitition is key to learning. The more you do the better

I plan to Hafiz before 10th grade. I'm currently in 8th about to graduate. I've memorized surahs 102-114, surah 97, surah yaseen and Ar-Rahman, Surah an-naba, and ayatul kursi.

No need to memorize till 10.00 and one page.
Try memorizing 5 lines or more. Bear in mind that this should be perfect and fine.
Stress more on your back memorized juzs (if memorized any)
I recommend you to start 30th juz first.

My boys wake up at 5:45am to be in the lounge for 6:10am where their dad sits with them to pray/memorise until 8am. School at 8:30am and finishing at 4pm. They go to madrasah at 4:30pm to learn again and return at 7:30pm- 8:00pm. This is 5 days a week. Saturday morning they go madrasah at 7am to 11:00am-ish and learn on Sunday evenings for an hour or two.
It's definitely a difficult process for some, but that’s where the reward lies.

i would love to wake up before fajr but parents would never let me. It seems what really makes my journey hard is im unable to be consistently motivated to memorize, as a result, i fall behind.

Do you have a teacher who will listen to you regularly? Doing hifdh alone is not impossible, but requires alot of willpower and although I know some adults who have managed it, I'm not aware of many youngsters who have. Having a teacher who you recite a little to everyday and who will help you to revise will keep you on your toes.
Keep at it. It may be an uphill journey but the reward is so immense. May Allah grant make you a true hafidh of the Quran and me too.

I have a teacher but he only really knows how to teach the Qaida. He couldnt even teach me 'ayn. So i have a teacher but he isnt qualified.

I owe you an apology for my late reply so please forgive me.
First i have to say that everyone is different so feel free to change bits to suit your learning style but i would recommend the following:
5:00-7:00 use this time to learn your new sabaq. I would advise about a side but if you can do more than do so but find a number and keep consistent.
7:00-8:00 take a break and do things that u may need to do
8:00-9:00 Learn the juz that your new sabaq is in and if it is at the start then learn about a half or 3 quarters before. (know as sabaq para or sabqi in urdu)
9:00-10:00 learn a juz everyday from the your previously memorized juz. (known as dor or manzil in urdu)
The time at 6.30 to 7.30 in the morning find at least 15 mins to go over the new sabaq learned the previous night. Both looking in and by memory.
I will inshallah give u more advise but please confirm that you have read what is above and feel free to discuss anything you may want to change.
Ps: normally i would have advised you to ask your teacher to help you devise a program but i understand from your posts that you are unable to do so, is that the case?
