    Mu'min -> someone who believes -> has to do with belief in Allah , Rasoolullah and the other anbiya عليهم السلام, the books, the angels, the day of judgment, qadr, etc.
    Muslim -> someone who submits -> has to do with our actions/a'maal

    A Mu'min is a perfect Muslim.
    Every Mu'min is a Muslim, but the reverse is not necessarily true. In other words, a Muslim is one who complies with the outward rules of Islam and a Mu’min is one who complies with the inward and outward rules of Islam.
    Mujhse bekas ki dawlat pe laakhon durood, Mujhse bebas ki quwwat pe laakhon salaam,
    Hum ghareebon ke aaqa pe behad durood, Hum faqeeron ki sarwat pe laakhon salaam.

    Dr Ishafaq Ahmad says,

    A Muslim who believe on Allah Almighty and A Momin who believe on Allah Almighty with following His instructions.

    Anyone can call themselves a muslim, but not everyone can call themselves a mu'min. You can be born muslim and raised as muslim, but I think (according to my exposure of the word) being a mu'min is a completely individual effort and requires acceptance in one's own heart independently.     I agree, when Allah attributes the word "believer" to someone in the Quran this is a great form of praise.

    Here is my definition of a Momin -

    Humans are like radios, a radio will not work until its connected to its station... To connect it you must fine tune it and get the frequency right, once in place you will get high quality sound if the tuning goes wrong the sound will become fuzzy... A MOMIN IS SOMEONE WHO HAS CONNECTED WITH ALLAH IN THE SAME WAY AND HAS ADJUSTED HIS SOUL BY FINE TUNING IT TO CONNECT TO ALLAH, WHILE A MUSLIM HAS NOT FULLY ESTABLISHED HIS CONNECTION.

    Allama Iqbal has given a fantastic piece called Khudi on how to do this and self tune yourself.

    Like Iqbal says:
    Khudi ko kar buland itna, taa ke har takdeer si pehlay Khuda banday se khud poochay, bataa teri raza kya hai.

    A Momin writes his own destiny, he just asks Allah want he wants and Allah approves of it,

    SO MY BROTHERS AND SISTERS BECOME A MOMIN AND CHANGE THE WORLD.
