It is accepted that in islam the husband is allowed to hit his wife, but the real question is who's there to make sure this doesn't go over the sharia boundary?

Sister, it's in the qur'an.
But a hadith about what the prophet's way was:
Iyas ibn Abdullah ibn Abu Dhubab reported the Apostle of Allah (peace_be_upon_him) as saying: Do not beat Allah's handmaidens, but when Umar came to the Apostle of Allah (peace_be_upon_him) and said: Women have become emboldened towards their husbands, he (the Prophet) gave permission to beat them. Then many women came round the family of the Apostle of Allah (peace_be_upon_him) complaining against their husbands. So the Apostle of Allah (peace_be_upon_him) said: Many women have gone round Muhammad's family complaining against their husbands. They are not the best among you.

Jazakallah
That hadith is weird and shocking. "emboldened" means to gain courage or get courage. So the Prophet ordered the beating of the women who gained courage??? This is weird, is this Sahih? And if so can someone explain this please? Because it seems the Prophet is allowing the beating of women who gain any courage.
O world, try to deceive someone else. Are you trying to tempt me or attract me? No way! I divorce you irrevocably. Your time is short and you are insignificant. Alas! The provision is little, the journey is long and the way is lonely." (Ali Ibn Abi Talib)

nobody said they were perfect Muslims, but they were mostly much better than most of the so-called Muslims of today
brother I don't know where you got your history from but colonists....
1. killed and imprisoned many many good Muslims taking away their influence
2. they supported false groups like the Qadianis
3. they built schools run by Christians that taught Islam was superstition
4. they destroyed many mosques and religious institutions
5. they brought up a hypocrite generation to rule after they officially left the Muslim lands to continue their evil work of removing the Shariah and Sunnah from the lives of the Muslims
and this list is only the start of what they did
why do Muslims in West Africa and the Maghreb speak FRENCH - is it because it is the language of the Prophet (saws)?
why do Muslims wear the clothes of the Europeans not the clothes of the Sunnah - is it because they are better or because they were brainwashed into thinking they were better?
why is it there are dozens of Jahiliyyah ethnically or linguistically based 'Muslim' Nation States run on Secularism in a large part of Darussalam? where before there were the Ottoman, Persian and Mughal Empires and free Muslim Sultanates and tribal confederations in many other lands that that were run ostensibly on Islam, enlightened by Islam and regulated in the main according to Islamic values - which are correct values.
Is it A. because the Muslims woke up one day and decided to secularize and nationalize?
or B. because of an often brutal process of attrition, invasion, colonisation and domination that has still not ended?
the list goes on and on

With respect, people should be very very careful about what they write on here for fear of Allah asking them about it on the day of judgement and also, for the fact that any small action has huge consequences that you cannot see. Really.
Thus, I write, with hesitation.
'It's in the Quran' does not explain a single thing. And there have been discourses on this particular line in the quran for ages. And those who chose to take a certain interpretation, without a doubt always seem to do much harm than good.
That specific arabic word has been looked at in other areas of the Quran and in relation to other statements I'm sure. This is one of those times where muslims are just tested, and undoubtedly fail, due to translation and lack of clarity and understanding.
I do not speak arabic, but the understanding I obtained, to the word that people seem to think mean 'beat', is in fact intended to imply something more akin to 'a slight brushing away on the hand with [*EDITED OUT; for fear of Allah, I was incorrect here and was looking for the right word, which turned out to be miswak*]', and there is a stipulation for when that could even be used.
So to emphasis, when did the prophet ever beat or hit his wives? I do not think he ever did that. And to add to this, if som why would he make another statment which would be in contradiction to the Quran in this hadith of his, (I pray this is as I remember it); It was reported that the prophet PBUH said 'The best of you are those who are the best to their wives' and he did like this with his two fingers, that is to say, his index finger and middle-finger were intertwined.' So as to mean that who can be better than the Prophet (PBUH) at looking after his wives, and if they are indeed good, they will be like that, ie, close to the prophet (pbuh), in the hereafter, for their good treatment.
I am sure I may have written a whole lot stuff that could be incorrectly written, May Allah forgive my humble attempt at rectifying something that could be harmfully blown more out of proportion that it needs to be, and I pray that someone verifies or corrects me if wrong. Additionally, it is true, it is one left for the scholars.
Dear brothers, if you were female, would you be happy being beaten?
