Zakat-al-Fitr?

I few questions about zakat al-Fitr:
1) Is it permissible to pay in money instead of food? And if we can pay in money, exactly how much money (in dollars) would fulfill the obligation?
2) Can we give it to our local mosque?
3) Can we pay it early, at the beginning or middle of Ramadan, instead of the end?


Please, scholars, answer these questions. Jazakallah.
