The imam's recitation is not sufficient since it does not count as "recitation" like how the Qur'an counts as recitation. The du'a-e-qunoot is just that: a du'a. It is obligatory to recite a du'a, whether one is behind the imam or not after the takbeer after the surah in third raka'at. The du'aa does not have to be the famous Du'a-e-qunoot but it is sunnah to recite it instead of other du'as.
