This is a famous Mufti on Saudi television who started crying after a brother from Somalia asked for a fatwa on whether or not his fast is accepted if he has not got enough food for either suhoor or iftaar.

The Shaykh's love for the words of Allah and His Messenger drove him to tears when he saw them being disrespected.

the shaykh cried because the somali brothers have nothing for suhoor or iftar and are only concerned if there fasting is valid

in this video, there is no connection with Somaila, the reason why shaik AbdulAziz Fawzaan (hafithahullaah) cries is about one filthy poet. in his poem, messenger of Allaah (sallallahu aleihi wa sallaam) was humiliated and belittled.

It is reported from Abu Umamah from the Prophet (Sallallahu 'Alayhi WaSallam) that he said:
اتَّقُوا فِرَاسَةَ الْمُؤْمِنِ ، فَإِنَّهُ يَنْظُرُ بِنُورِ اللَّهِ
" Fear the Insight of the Believer, for verily he sees with the Light of God"
